I can't make heads or tails about Samoa.
Nominally it is now a republic, de jure anyone can be elected as head of state (O le ao o le mao) but by practice it is elected from the four paramount chiefs. Thus de facto it feels like an elective monarchy to me.

Of course, Indonesia(alongside with a little bit of Chile, due to easter island) happened to be the only country in Oceania to be ruled by a Dictatorship back in the late 20th century, due to having an oceania territory on the Papua Island as well as the fact that Suharto ruled Indonesia at the time.
