I have gotten a higher rank than a friend (Lantern seeds) and he got the unlock stones while I did not. This has happened between us two several times. So has to be random some how.
The low tier events if u get 1 to 3 place u can get unlock stones one thing to keep in mind when you are high level and go to these low tier events you are nerfed u do less dmg and ur health pool is alot less vs level 50 events
Your damage and hp might br nerfed but that's the max damage you'll get at those low levels if you were decked out. Meaning you can still aoe farm 1 shots those mobs like nothing.
Another way is from guild raid drops i got distributed shadow harvester mask and sold it for 4k lucent then got the trait extracts on the auction house.

Yh, for that u need to be first, which is quite impossible
U don't have to be first, I got it bunch of times even if I didn't win

Max you can get is 5 and I'm the amount of effort is not worthy :( like anything in this game
