I'd say for Tekken 4, Jin was among the top tier for his strong poke game, parries and a savvy player can probably psyche out a Just Frame Laser Scraper. Arguably however a savvy player who understands how Jin works in T4 can fight him without feeling entirely oppressed. Other factors however, such as the levels, the rather messed up wall combos that can turn into an infinite and generally how T4 feels work in his favour. Most other characters in T4 felt weaker than T3 or Tag... Most.

But from my experience, I would say both are broken, but Jin T4 is pudding easy 😅. With a game which is poke oriented, Jin T4 looks way stronger. And least thought about laser scraper, you can mix speed of this string, every hit can be deleyed, so with "jf" and fake plus frames due delays is deadly AF
The issue is that T4 is powerscaled WAY down, so in the context of the game Jin occupied his own tier, whereas in T3 Ogre and Xiaoyu were able to be considered S tier as well.
You can so easily hit confirm JFLS, it doesnt matter that the last hit can be sidestepped. You cannot SS it on hit. Also, T4 combo damage was toned down for many characters, so Jin having a i15 kinda/mostly natural combo which lead to 50%+ is more of an outlyer then his T3 damage. Many T3 chars have crazy damage.
I just realized this, I’m so late on this, T3 Jin is just pre-devil jin, they literally just gave all of T3 Jin’s moves to dev jin when he came out in T5 lol

Tekken 4 certainly was a weird game where everything felt a touch weaker, and while there were some mechanics that certainly wouldn't fly in today's Tekken games, I'd say there are few characters in Tekken 4's cast that you could consider extremely powerful. It was a weird game mechanically and balance wise, but no one can argue that it had some of the best story elements and aesthetics
Basically, T3 had a much higher power level than the purposefully toned down T4. Jin is top 1 in T4 (though in the later days, he actually had competition from Nina and Steve) and top 3 in T3 (probably number 2). So he's a bit better in T4 relatively, but that's not nearly enough to compensate for how broken T3 was as a game.
People always say that Ogres were the strongest characters especially Ancient Ogre but I strongly disagree. If i ever made a tier list i would put Jin at the top in his own separate category. if I remember correctly he was the only character who could launch punish both mid & low getup kicks on block and he had a whole lot of other cheap stuff IMHO he was simply the best character in Tekken 3
Kinda a tie, imo. Ogre has unbreakable waning moon, which is super busted. Ogre maybe cant launch low getup, but his infinity kicks are i10 and take 40% health XD
Yeah, I do feel 3 Jin is perhaps the stronger fighter here. Should we put 3/4 jin together in a match, 4 having an OP parry and good pokes help, but 3 kinda already wins having an easy 60% combo with a better punish game. ...but if we're including "exploits", then 3 wins with his infinite twin lancer. No getting around that.
Don't forget about T3 Jin df1 bug. Dude had meterless Akuma focus cancels. Also, T4 Jin's Laser is easily hit confirmable and you can't ss the options on hit. On block it's just regular LS mix.
