And please don't take advise from people in chat whom don't know what they are talking about. Just replace the fan: relatively they are very cheap.
Ball bearings in the fan may be worn down, need replaced or need oiled after you cleaned it you may have washed away the oil? Or when you cleaned it and put it back in you may have connected to a different fan header. It could be a bit loose in the case and rattling? Maybe wire, lead rubbing against it. You put it in the opposite way than it originally was and it's causing heat build-up instead of cooling so leads to spinning faster rpm than before? You may be able to use software to adjust all your fan speeds...
Make sure the fan isn't plugged into the "cpu fan" slot labeled on the motherboard. That slot is for your cpu processor cooling fan and the speed will go up and down as your cpu heats up. It should be plugged into a normal fan slot.

When the fan kicks on it might be the CPU working hard due to heavy processes running in background. I think you're on a Windows, so you would use Task Manager (Activity Monitor on Mac) to see which programs are using a lot of CPU power and delete them if you don't need them - or delete a bunch of smaller processes you don't need.

3:42:25 this is a typical Stockfish move. It doesn‘t want to loose a queen, so it promotes to a rook. I saw it many times in the puzzles.
