No. You cannot. You need a German visa to work. Germany doesn’t have such arrangements like Portugal

Pretty easy with eng degree and 3 years of experience. Try applying to all relevant job profiles. Dont narrow your search. Apply to Western EU countries in general because getting an entry into EU is the first hurdle. Use different job portals for each countries.

You can come legally to Portugal via flight or bus to Portugal and can submit expression of interest to stay. And search for a job. But you will get the TRC only in 1.5 year
Until then you can work. No issue. But not in skilled work. Only you can work in unskilled or semi skilled
