Yes it is. The producer have pitched the kick, that's all but it's a jump kick. It sounds horrible yes but it's a jump kick. Hardstyle is way harder than this so this isn't hardstyle :) Listen some old hands up tracks you'll see there's a jump part :)
The only different between this kick and a normal hardstyle kick is that this kick has a very loud punch and you can almost not hear the tail and in a normal hardstyle kick the punch isn't that loud and and the tail is loud and distorted but it still is a hardstyle kick not a typical one but it's a hardstyle kick :).
Just because it's not as hard as some hardstyle kicks it doesn't means it's a jump kick go listen to some jump style and you will hear that there is a very big different from this kick and a jump kick!
