I believe the real problem isn't the rules or procedures, and its also not true that previous gvrmnt's were so pious. It's about the absolute power/majority that the current government has, which previous governments lacked from 1989 to 2014. Fruitful parliamentary discussions and debates on new bills are rare nowadays because the previous two regimes had a clear majority, and the current one has a high number of seats. This wasn't the case for the old regimes from 1990 to 2009. If you dig a little deeper, you can easily see that history is repeating itself. When Congress got more than 200 seats in UPA 2.0, a big jump from around 140 seats in 2004, they also started behaving like the current regime. There were scams upon scams, poor economic performance, strengthening of laws that provided them unaccountable power, and overconfidence because they believed people were blindly supporting them. Moreover, it's always the same case with absolute majoritarian governments, whether it's BJP or Congress. The regimes of the late 60s, early 70s, or 80s were typically the same or even worse than the current government. The Emergency was not the product of a specific political figure or party but the result of absolute majority, which made it possible. In my opinion, in a republic like India, it's not healthy to have an absolute majority government. The corrupt nature of our people makes it difficult to handle. Yes, I'm saying 'corrupt people' and not 'corrupt politicians, because politicians are not aliens; they come from our society.
This comment is in regard with the "Mike in the Parliament " being muted, at an exact time when a opposition member gets wants to say his or her opinion is happening only with more knowledgeable electricians, who could have helped in the wiring systems of the entire area covered along with that of cameras too. We did watch the parliament functioning when Vajpayee and PV NarasimhaRao functioned as Leader of house and LOP , .Both have full command on the subject they were speaking and also aware of conventions and decorum of house and total control on their party members.Vajpayee used to sit down,when PV rose to make a point and converse was also happened. They behaved responsibly and respected each other,irrespective of whether they were in treasury or oppn.benches. Unfortunately this is not happening now. What yu are discussing now is attributable to an LOP ,who himself ,has no clear view ,and competance.and command on su ject.
We did watch the parliament functioning when Vajpayee and PV NarasimhaRao functioned as Leader of house and LOP ,
.Both have full command on the subject they were speaking and also aware of conventions and decorum of house and total control on their party members.Vajpayee used to sit down,when PV rose to make a point and converse was also happened. They behaved responsibly and respected each other,irrespective of whether they were in treasury or oppn.benches.
