    I just read in laceration sections that "tourniquet should be avoided"

      They keep going back and forth about it in first aid and BLS (basic life support) courses, which is what the boards are based off of. I haven't seen a question on this in a while. What is a uniform answer is to apply pressure directly on laceration!
