Logic Pro X. Logic Pro 9 would have worked just as well. It's not just a "MIDI sequencer" though. It's a fully-featured DAW. Other DAWs work too, I'm just most familiar with Logic. It doesn't matter what you use, only how much effort you put into it.

You know, for fun, I used a Midi to MP3 Converter and used this midi as a test subject. The end result is pretty good, all things considered.
But to take it a step up the video has to be done in actual 320x200 resolution and the vocals have to be subtitled in a crude 8px font.
