    I hit one with my 1976 Caprice Estate at 25mph…it turned in front of me at night with no headlights or turn signals….it was totaled…my car had a small dent on the front end

    Shortly after, Renault pulled out of the US---the quality problems, recall notices and warranty claims caught up with them. The passenger side seat back collapsing was shocking. What a heap

      To be fair, it's 1982. Chrysler still had the same problem TEN years later, and they knew about it and did nothing. Moreover, seat collapses in rear-end collisions still happen today.

      TL:DR - FMVSS 219: That is a block of foam that is designed to deform in the event of contact with the windshield from an object not normally in contact with the windshield. The area said foam block covers, is the space in which an occupant's head might occupy during the event of an accident.
