👍🏻 Nice find buddy. I’ve ran into that problem as well. Just FYI on the next one, a simple check for the turbo veins and actuator is the VGT hysteresis test under ecm diagnostic tests. If it’s stuck like that one, the test will fail. at that point you can remove actuator and inspect. Also, another verification test is by removing the pipe that goes from the egr valve to the egr cooler, this will allow exhaust flow out of the exhaust manifold, which will allow it to start. Ive seen some where the turbo failed like this, and also where the actuator fails closed as well.
