  • Feels like it's been forever since I last wrote one of these. Hope you've been well, me? I've just been working on this video forever. This took a lot longer than I expected, and I had trouble for how I wanted to plan this video out. I think it came together in the end, but we'll see.
    Outbreak is Capcoms first try at bringing multiplayer to the Resident Evil franchise. Now how did that pan out? Critically not too well, but it's definitely a cult classic. So jump back to the event of raccoon city with me, and see why.

    Hey, there's me in the chat at 32:57!
    Our community is fairly niche but very active, if you pop in randomly in chat you will most likely see me and a couple other guys pictured there online. I do my best when it comes to helping new players get set up, and also learning the ropes. Outbreak games have so, so much depth, both mechanically and with lore/interactions, that you never truly stop learning about it. Which for me is one of the best aspects of the whole experience. When it comes to actually playing it online in 2023, the community has done lots of things to improve the experience, like shortening the load times, having the game display in true widescreen, HD textures, the works.
    When it comes to a possible re-release or remaster, that window of time has clearly passed. I believe the main reason this was never re-released is because Capcom simply wanted to do the barest of minimums, but Outbreak would require a complete rework of the netcode from the ground up, and they just didn't want to bother with it. Now, I don't "hate" the recent remakes, but they feel soulless, a bit pandering and most of the time have content completely revised or straight up cut. I can't begin to describe how hard an eventual remake of Outbreak would ruin these games. I would love to believe a re-release is still possible, but let's not kid ourselves.
    In any case, most of the community is really cool and there are people who help newcomers, if Outbreak has interested you in the slightest, you really should give it a try.

    I miss outbreak so much. I really feel it would be a hit if they just did an HD remaster of the game and started some servers for us.

      It needs a complete remake as I don't think the game mechanics in this game have aged well. Imagine a whole Raccoon City to explore with friends online where the goal is to get out of the city alive.

      This game was fire for its time. I played this and File #2 literally billions of times, online play wasn't perfect but could be very enjoyable.
      I would likely suffer brain aneurysm if Outbreak Remake dropped.

    Things like Yoko's fingerprint already being registered, and Cindy playing the piano are one of the many, many reasons I love this game. Really helps make the characters feel like real people. Or when George is ad libbing about how he hates his ex-wife. It's just so perfect lol

      It adds so much replay value too just to see the different cutscenes and events throughout the scenarios with different characters.
      It's even better in 2 since you get to choose who you survive with in single player mode.
      Then the first game has like 20 different endings depending on who you play as, how you escape, who you escape with.. and what condition you are when you escape .

      replaying RPD in file 2 was a nostalgic throwback

    As a hardcore fan, these are my fav. They give so much insight into Raccoon City. I fucking love these two games so much, and I only ever played solo. Wish I could have done it back in the day

    On the subject of the canon of these games I remember putting together a list for myself of exactly how many people survived the Raccoon City incident out of curiosity, and going through the Outbreak games involved mapping out a route for how the characters would have split into groups of three and which scenarios each group would have strung together with it still feeling natural. I lost my outbreak canon map a while ago and never bothered to remake it but I remember deciding the groups would have split up at various points in J’s bar, like one group bolted out the door as soon they saw J got attacked, got surrounded, ran into the hotel for the Hellfire scenario, one group ran as soon as everyone made it on to the street and kept going until they hit the zoo, the last group finish the full Outbreak scenario blowing up the main street and such and get taken to the shelter where George sees the note, etc etc. Was fun to plot out what I thought made the most sense, maybe I’ll do it again but digitally this time.

      If you import all scenarios into blender, all of the rooms will be placed correctly where they are supposed to be at. So it is easy to make a complete map of Racoon City.
      I haven't tried doing it with File 2 though.

      Leon, Ada, Claire, Jill, Carlos, Kevin…the list goes on it’s actually crazy how many people actually survived but out of the population that got nuked that’s still a little 😅

      @@bryfaith I figured out that the lowest number of 100% confirmed survivors is at least 24 people!
      Up to 32 or more depending on if you prefer to take the classic games as canon over the remakes, and depending on how much you trust notes/off-screen events.

      To add to that, I'd like to imagine that Outbreak as a whole is recollection of past events, rather than what actually happen. Human mind is fickle, some may misremembered, or even embellished more (especially true for character like Alyssa the reporter), some may remember Jim accompany them during Flashback, while others doesn't and think someone else, blurring the truth down the line.
      Heck, the character's monologue in File 2 feels like something that come out from being interviewed rather than something that they would actually thought during actual scenario. One doesn't normally think deep philosophical statement after they encounter such traumatic event.

      Something I did is that there's only one canonical character for the whole game since if you are not playing the other characters, they will die. Ruling out the characters that die if you don't choose them (Yoko, George, Cindy, Alyssa, David) and the special ending of Decisions, Decisions where the other two character who had scenarios about them but survived (Jim in Underbelly, Kevin in Desperate Times), Mark is the only survivor.

    I played through File 1 and 2 when they first released many times only in single player. These games were ahead of their time. Really fun and can definitely get challenging. I can only imagine how amazing ports/remakes/a sequel would be with how popular multiplayer is now. It would be one of the rare times I would play multiplayer

      The7y where always multiplayer you just had to have internet and friends with internet Lan lines an the Box that hooked up to the ps2 :) We had taken 4 TV's 4 ps2 an all went to my friends house to play when it first came out yes offline you can play 1 player an its pretty hard but it was always made to be an online multiplayer game.

      It definitely wouldn’t do “insanely well” the originals didn’t even sell well so how would a remake so insanely well? This game isn’t on the same tier as RE1-3 code Veronica or RE4 and 5 so yeah it’s not gonna happen. Capcom are gonna do the games that will sell 8-10 million + copies and that would be a code Veronica remake, a RE5 remake, and possibly another RE1 remake for the 30 year anniversary.

    There's abit of timeline shenanigans going on with Outbreak, most of the levels from both games take place really early on. Outbreak and Hellfire are sort of at the same time. That gas truck you blow up possibly causes the fire at Apple Inn or at least damages the boiler room, the survivors in there escape just as the police etc organize to clear the main street after the explosion etc. They all connect but as for which characters are in which scenarios its abit of a toss up, Like Yoko should be in both final scenarios for sure but obviously she cant be story wise. Some scenarios have wildly different endings too, like the Flashback Scenario you can skip the hospital completely, or in Outbreak you can just decide not to go into that main street at the end and flee in the van. It's cool stuff.

      Not to mention the connections some characters have with different scenarios and what that entitles. Like Yoko in Below Freezing Point, you could argue she's like a sort of protagonist due to her connection but also what you do whether if you pick her to play or not. If you play with Yoko, it'll be easier to navigate the scenario. If you don't she only show up at the beginning, then get lost... then she'll die; and you'll basically need to get an ID card out of her to navigate properly in the secret Umbrella lab

      it's weird with you try to piece it but my understanding was original RE3 took place ahead of RE2 and then a bit after but i remember in Outbreak when you finish the police station scenario you see a cop car drive past the swat van which leads me think leon and claire completely missed all the ruckus which is a bit of a stretch for me. i understand they just entered the city but they also had no clue about the city being shutdown to the outbreak? and the first scenario in Outbreak 1 would mean the infection spread like right outside the bar starting a chain of events in the city itself.

      I heard they sell around 1m with file 1, while only 100k-200k for file 2. Maybe they're just afraid of low demand. I wished they continued with file 3, 4, 5, etc, and made a complete remastered one for modern platforms.

      @shyhrk has it. The remakes made STUPID amounts of money and got almost universal praise, whereas the Outbreak games are the lowest selling in the series. Why do you think they skipped Code Veronica, went straight to remaking 4, and now they're talking about re-doing 5 next (despite not even being 15 years old)? They're sticking to the safe investments sadly. Even if the "lesser games" are the ones that really need a refresh.

      I think the main problem was that the game was too far ahead of its time. It was a game that came out before fast internet connection was the standard. It came out before nearly everyone that plays online has at least a cheap headset. Even if the latter HAD been a thing it didn't have voice chat if I recall correctly. Finally, it came out only for one system. Had the game been made and released ten years later it would have been an entirely different story. I'm sure there are other reasons, but those are the ones that come to mind first for me.

    My parents got me this game for my birthday, December 11th, which is the date it came out. Besides Resident Evil 4, Resident Evil Outbreak is the one RE game that I played the most. Easily threw thousands of hours to the game. It was just that good of a game. Easily the best portrayal of the mayhem that underwent Raccoon city. The aesthetic, different scenarios, multiple endings, branching paths, zombies, bows, it was just all there. If capcom were to do an HD Remaster with dedicated servers for multiplayer it will without a shadow of a doubt be a mega hit.

    I remember playing Outbreak 2 on the hardest difficulty. I played David for that final boss. I had no bullets in my guns. And used his pocket knife combo attack to beat the final boss. What a good game. Please Remake it Capcom, or make a sequel.

    43:36 Sorry I was "that guy" and I usually speedrun this level as a Jim type. I stream this game a lot and know what to do from the bottom of my heart. I have an amazing community of people that play this with me and It's a lot of fun! Loved playing w/ you and next time I'll chill out with the speedrunning lol

    There was this youtube video that was just over 13 or 14 minutes long. It basically shown you how to install the game with all the links and connect online, where there is actually loads of active people playing today.
    That just goes to show you how amazing this game was. I would re install and play again but I'll let it rest in piece

      I was able to find a preconfigured emulator with everything needed. All I had to do was make an account on the website for the guys that host the online mode

      I think there is more outbreak players playing in the fan servers than there is people playing Resistance or RE:Verse even when they gave those 2 for "free" with Resident Evil 3 Remake and Resident Evil Village.

    Damn, this takes me back. I remember playing this on PS2 and struggling like crazy through it as a kid.
    I never got past the 4th level, however as a 12 year old kid playing this game without a guide I'd say I did ok.
    Your review of the game is really well done and took me down a bit of memory lane.
    Also, I always played as Mark.

      My situation was very similar to yours. I played this game a lot when I was younger, but I was 13 and also always played as Mark. Although you got a bit further than me as I could never get past the third level.

    My favorite part of the outbreak series is the level design atmosphere and environmental art. I just love the japanese take on american towns whether its silent hill or RE or deadly premonition or any other game... i really wish america was like how the early 21st century Japanese envisioned it haha

      On a serious note that’s the point though? An area that densely populated to have a virus outbreak is going to be complete havoc. When you play RE3 Remake and see maybe 5/6 zombies you would expect there to be at least 20+ given it’s a city with people to escape.

    Mind me asking how long it took to produce this video? I can't imagine how many hours it took to just research everything and then write a script, let alone editing.

    Flashback has three endings, total. One can be gotten by blasting right through. Then there's the ending where you cross the bridge back into town, as you've demonstrated in this video. The third is gotten same way as the first, except that you have to find three files (four, if playing Alyssa or an Alyssa reskin) in the scenario: Administrator's Diary 1, Administrator's Diary 2, and Doctor's Confession (and Kurt's notebook as Alyssa). Administrator's Diary 2 is easy to miss, since it only appears after the boss is dead and during the hospital collapse sequence; and since debris is falling the entire time, it's near impossible to read it.
    Also, you don't get flushed away if you defeat the Tyrant _before_ reaching Linda in the underground (though that presents its own issues). You have to jump through some hoops, but you end up on Main Street (and potentially fight a zombified David along the way). Notably, by not getting flushed away with Linda, it's _impossible_ to get her out by helicopter. If you _are_ flushed away, you _can_ but you'll be cutting it _very_ close.

    Playing Outbreak Online was a special experience. No voice coms and only using the adlib feature that the game gave you on the controller. You had to communicate very precisely with other players. If you played with a friend and you had dial up. Good luck, couldn't call them. If you had broadband (luckily I did at the time) you could talk on the phone with your friend at the same time. I will never, ever forget the first scenario, Jay's Bar. It was so memorable and I wanted more of it, because you actually got to explore Raccoon City (abit limited). I enjoyed all the others but something about that scenario will forever be etched into my mind. Plus that opening cutscene and music was breathtaking back in the day, before games were as big as movies, you thought you were watching an opening scene to one.
    Decision, Decision experience was a wild one. Especially since you didn't know what floor people are on because the game literally tells you nothing pretty much so I'd have to rotate through the floors (which took forever if you didn't have an expansion bay for faster load times). I got off on one of the floors and one of the survivors was rushing into the elevator. I was curious as to why and when I got further down the hallways it camera transitioned and I seen that Tyrant running at me I screamed and sprinted back to the elevator and picked the lobby. Went to the middle room and one of the survivors was already dead and zombified. He started chasing me but he actually was a "friendly" zombie. He would just chill and walk around with us. Harder difficulties were REALLY hard and you essentially where "delaying" zombies by shooting them so it was all about tactical use of ammo and using your melee/dodges. It also brought in some other newer enemies which I thought was cool (Jay Bar you get T-Virused cockroaches I think on the harder difficulties).
    Man, I miss Outbreak. It was a very special game and nothing will ever be like it again.

    Your comment about the lonely feeling really rang true. Depending on your character, it feels almost like a dream, where you're watching a story happen, while you're involved but not really? I also didn't ever play this game online, so I feel like I had that experience, lol.

    I would do anything for this game to get a remaster I actually made a petition for this game a while ago but not too many people signed it possible because I don’t have alot of followers but hopefully someone else comes along and try once more ! This is my favorite Resident Evil game !

    This game is so special to me, it was my first ever game i played. Never finished it because i was so young and don’t understand english but when i grew up, i missed it so much and i hoped to play it again. I truly think it's one of those games that were ahead of its time. The idea of it is just good and fun, if it was released a few years after its release. It would’ve been so successful. And with all of these remakes, i hope this game gets its chance because it’s genuinely one of my favorite games.

    As you were describing the main characters, you forgot to mention that Alyssa can also pot shot like Kevin, allowing a much stronger single shot attack with a handgun type weapon. Giving Kevin or Alyssa the magnum turns you into a god vs normal monsters. Even bosses feel the sting.

    Outbreak is so GOATED. Modern Capcom is just fail after fail in terms of multiplayer RE games and modes, yet they have this amazing concept sitting on the shelf.

    Outbreak is just a ton of fun
    Varied character with unique trait, whether it's combat oriented (Kevin and Alyssa potshot), survival (Cindy herb pocket, Mark defense stance), or even utilities (Yoko extra backpack, Jim lucky coin).
    Also varied scenario in which the path and gameplay may change depending on how you play the stage, even a scenario that have Canon character in which will give you more lore, gameplay handicap, or secret things (Mark in bar stage can carry his drunken friend with him to unlock additional cutscene, Cindy also has access to her locker in the upstair, etc)
    And then, the shop. It has many unlockable that incentives you to play multiple time, and the currency to purchase such thing will be granted when you finish scenario, dependet on your rank AND secret item you collected. Now we're treasure hunting!
    The only thing that would be ass is how you'll get lost pretty often for your first playthrough. There's always a ticking time bomb that makes exploring kinda become a rush job, either it's the zombie chasing (in some scenario they chase you to every room until some "safe point", some also cannot be killed fully and will revive), Nemesis-like chase (i hate leech man coz sometimes he can come to your destined room even before the custscene ended), or that virus growth rate. The zoo stage is especially unforgiving coz everything will hunts you while you got lost on such a huge area.
    Battle are also discouraged coz the ammo were scarce, and the enemy just way too many in some scenario
    In the end, it's an excellent game that expand the Raccoon city more and by the time some older remakes were made, Outbreak's Chara were sometimes hinted or mentioned, making it possible to be Canon that there's more Raccoon's survivor than just our reccuring main character

    My first time playing outbreak I was 13.
    The hive mission was the scariest thing I’ve ever seen in RE at the time.
    The cutscene of zombies outside the hospital.
    Not knowing where to go my first time around.
    Trying to guess the password on the computer and the leechman comes in and kills me 😂

    I've only been playing Outbreak solo, and I enjoy it quite a bit. It's worth it to get those File #3 NPCs because there are a few good ones in there. I love unlocking new NPCs and outfits for the main cast. Great game.

    i know you mentioned difficulty but one thing not mentioned was the fact that you get different monsters (in a few scenarios) with difficulty...the bugs at the end of the bar scenario are significantly more trouble then the zombies.....and hunter Gammas on VH will basically 1 shot you if they grab you (and your AI ally almost always dies if you make them go there solo)...i was one of the few who got to enjoy this at its peak online and it was incredible...killing allies once you became a zombie..the silly one liner emotes...using the nail gun to lock players out upstairs from the bar...just so many things that made this game fun and unique...i pray they remaster this for current gen

    While I don't usually like a time limit in games like Outbreak's infection meter, it does at least add immersion that most games dont utilize nowadays in terms of that mechanic. I played the hell out of Outbreak more than most of the mainline games, maybe because I liked a lot of nods to old locations like the underground lab.

    Outbreak really was something special. I think another shot at this would be great. Use the RE1 Remake HD engine but keep the development cost low. It's niche but unique and I think there's a market for this.
