Unless it was fixed in the romhack, it doesn't in gen IV. All attacking moves (outside of Feint) have the same priority in gen IV, with higher tiers reserved for non-attacking moves.
The way that I've always done the shiny clause, specifically to avoid that urge to hunt for them, is to have them replace an existing caught pokemon. Start with the same species, then the one you have caught on that route, then any other one you have caught. Always keep the limit for what you have caught and still have alive up to that point. Keeps the theme of restricted catches, still allows shines, and gives you choice and chance to replace things.

My take on the shiny clause or I think what the unwritten rule was is you can catch any shiny you encounter. As in naturally. I think allowing shiny hunts is case by case. Since nuzelockes were mostly RUclips series they wouldn't sit there and shiny hunt for 3 hours they had a video to make. But a streamer can use the clause and fill up their team.
The original creator of the romhack, who did all the encounters, trainer battles, Pokémon changes, etc was Drayano. A Ludwig fan used Drayano’s romhack and put Ludwig artwork in it.
