Remember that in the previous episode, Grayson (the sheriff) gave Vander the blue and gold tube looking thing and told him that if he changed his mind about giving her the names of the people responsible for blowing up the apartment, that would reach her and only her. This episode, the tube shows up at Grayson's office and she says to Marcus, "Maybe it's not too late", expecting that Vander finally gave her the names. Cut to Vander pouring a very sad looking Powder a drink and notices that she has Vi's plushy bunny rabbit. Why would Powder have Vi's favorite toy? He comes to realize that Vi gave it to her because she's turning herself in. The tube that was sent to Grayson's office was sent by Vi.
I'm glad you picked up that Vander doesn't really have a plan for the Undercity. He wants to keep the peace because he's seen and feels guilty about what happened when he led them against Piltover, but that means maintaining the status quo that led them to rebel in the first place. One of the great things about this show is that no character, good or bad, is ever 100% right or wrong. Vi is right to want to fight so that Powder and others can have more, and Vander is right to remind her that fighting means risking the very people she's fighting for. There are no easy answers.
Only using non spoilers: the "Academy" is just a top school, like harvard for scientists and engineers, it has nothing to do with magic at this point in the story. As mentioned in the show by his mom, Jayce Talis comes from a "lower house", he had sponsorship from Caitlyn's family (dark blue hair girl at the beginning) to study/research in the academy, and he independently did his own research on magic. His research was illegal that's why he is severely punished, but he is also a bright mind, so Heimerdinger likes him. Don't worry, everything is explained in the show. Thank you for the video.
You're bang on correct that Viktor has his own motivations in helping out in researching the Hextech. Arcane is 3 acts of 3 epsiodes, so next episode is the culmination of the first act.
The academy is the top school/university in this world mainly known for science and technology, since it is a high standards exclusive school, it is hinted that Jayce could afford to study there thanks to his patron's support (caitlyn's mom who is also a council member). Mid ep 2 Vi finds out from little man/Ekko that "Vander has a deal with the enforcers", at the end of ep2 Vi sends the message (that blue cylinder thing that lands on Grayson's office) of what I assume said something like... "I have the culprit, meet me at Benzo's store" , Grayson thinks Vander sent the message, since that was their deal and finally they can put an end to the case, but it was Vi who sent it off screen.
The academy is basically the main prestigious university, in a city state that is heavily focused on engineering and science. There are other elements of city life and culture but I'll not say anything that may appear in the show past this point.
This is so late but I think because in episode 1 vi talks about the rabbit as a moment of weakness for her, because to her the worst thing is when she can't do anything at all, when she feels helpless. And then in episode 2 she has the talk with Vander on the bridge and she feels helpless, because she can't fix what's happening. Until she realizes echos told her about the mail thingy and she can turn herself in to save everyone else. So getting the rabbit down is like she's saying there is something she can do- which is turn herself in
@Reactsandgames np, that kinda stuff you can read into in this show is why I think it's really easily the best animated show there is. No one else is even trying for that level of engagement Some other examples I like are Cait literally crossed a line when she frees vi Viktor chasing his toy boat vs when he first runs and outpaces the boat in the background cigars seem to indicate power in the undercity- and when they fail to smoke they fail to take power in the situation That sex scene that paralleled the creation of what seems to be new life with the hexcore Crows seem to represent jinxs bad luck and always show up when she's about to fuck up or when she believes things are going badly? I love stuff like that
The academy is a school, the most important one in piltover. The standard that the student are held to are extremely extremely high, so having someone like Jayce, that’s experimenting with something’s that’s basically forbidden, it’s a bad look for them. Which is probably why they expelled him and even considered banishing him.

The stone that the Mage gave young Jayce was spent, all of its magic was used up. Jayce has spent his life trying to scientifically make the power of that stone. The Enforcers don't have the restraints that real world police have to abide by.
