@@derekliu793 The 2 X's only apply in Fever rulesets. In the most commonly used ruleset (Tsu), there's only 1 X, adding another possible 2 spaces for Puyo, making the whole 6x13 board possible to be filled with 78 Puyo from top to bottom.
There's a row 13 above the red X that you can't see, but you can place puyos on top of. On top of that row is row 14 and up, where puyos disappear immediately. By arranging puyos in a specific way (like S2L did on the top right here), you can continuously throw puyos into those disappearing rows, essentially allowing you to discard puyos you don't want or need.
If you spin the Puyos in a certain way, you can basically use other Puyos as stairs. Once they get to the 14th floor, and they get placed, they go away immediately, meaning you could do this over and over again until you eventually got the Puyo combination you wanted [or you get blocked by garbage in the column the Puyos spawn in.] It doesn't get used often because normal Puyo Puyo matches give garbage starting from a single match, but in this match, it was set to throw garbage at chains starting from 17.
