Nobody knows the effects of long term Moon gravity on humans but I would not be surprised if the mental effects due to changes in the brain would present some hazards to the Moon society and to the Earth society by those 'recovering' from their Moon deployment.
Heinlein's "The Menace From Earth" deals with this and includes very large caves with an atmosphere. It was used for flying. Humans are strong enough to fly by flapping wings. I will not reveal what The Menace was.

Don’t know why NASA completely scratched off moon exploration from the list too soon. It’s not like we know everything there is to know about it.
