she did, yes! she had the choice to go to heaven but because of how guilty she felt about killing her husband and child she chose to go to hell, as that’s where she felt she was better off being!
Mao Mao and Jinshi got married, but happiness didn't last long. Muzan came to them and killed Jinshi, but spared and turned Maomao into a demon because of her knowledge about herbs and poison, thinking he could use her to get the Blue Spider-Lily. That's why Tamayo/Mao Mao harbored eternal hatred towards Muzan.

Sadly yes she did go to hell but it was by her own choice
she went to hell to relieve her burden of guilt she recieved after killing her children and husband.
