TL;DR: The Secretary is Noire's Husbando while the Drama CD Guy is the Player Insert. Late as hell but I think it's not the case. Both the Drama CD guy and the Secretary have wildly different traits and such, they have similarities because they were made with very similar goals. The Drama Guy is a Player Insert, there is little else to him and as such he doesn't have many traits, or any trait aside from being very forward and a pervert. In comparison, the Secretary has a second and even more important role, being Noire's best possible love interest. This is why all of his traits are ones which Noire is either directly interested in, or help her to keep a positive mindset and behavior. Hyperdevotion was developed by a different studio, and was released just a year after Rebirth 1. The plot, premise, and development was certainly shaped by the prior mainline games, those being the first three. This won't be as noteworthy if it wasn't for Noire having horrible luck in the plot of those games, as in the original versions she never got a happy ending or a positive conclusion to her character arcs (This isn't a problem with the writing, it's an intentional decision which ended up backfiring because of various unpredictable variables coming in). As such, most of Hyperdevotion is just "Noire has a happy story" the game. It starts with her already winning the Console War because she had allies who respected her, she still has her character issues with trust and such, but the Secretary is literally handcrafted to be the cure which allows Noire to take the right decisions and be the best version possible of herself. The game is literally built around giving Noire a chance to shine and the main tool for that is the Secretary, who is constantly being an encouragement and a person Noire can use as a center to keep herself from falling into her worse tendencies like her tunnel vision or disregard of others. So yeah, the Secretary is Noire's Husbando which was given a few mechanics which resemble a player insert, but never take away from his personality or place in the plot (Just see his dialogues in the Noire Sim, regardless of what you choose he's still the same character with similar traits and such.).
The fact that Noire has bad luck and ends her stories with bad outcomes (Iris Heart torturing her and K-Sha gaslighting everyone in MDNVII into believing that she and Noire are a couple much to Noire's distress come to mind), only makes me want to protect Noire more. She deserves to be happy. *She deserves all the love in the world*
