I think its true but not entirely the way you are picturing it.
I think a lot of women experience cheating from a very small proportion of guys.
But there are also a lot of women who date average dudes. You can count those girls out.
Some girls are dating older men but these older men might be cheating. Some girls are married and they are the ones cheating with the attractive dudes. As for some single young people between 18-24 yeah,the guys who are very attractive have slept with +100 chicks and A LOOOOT of them think they are in a relationship.

On average though most women will find the same things attractive causing those characteristics to be "high value" as it allows a man to attract a large cohort of women. The question becomes, as a man, do you want the largest cohort of women or the highest quality women. As those two groups will value a lot of the same things but may order those desirable traits differently.
