Props to Bowser for letting them attack first and getting them out of the way before using his fire breath, he is bad but not BAD
Just because you’re bad guy, doesn’t mean that you’re bad guy.
If he let them die he'd just make them mad with him, if he's gonna take over their kingdow, he should be fair in some aspects so they don't think of him as a complete monster and go full aggressive on him with opposition

Those penguins would be well oriented and deadly Warriors if they were bigger or had good weapons. A lot of discipline goes into being able to immediately know when your commander says to stop fighting without even looking over at his fist the entire time. They also seemed very fearless in the face of a legendary figure like Bowser and his FLYING LAVA CASTLE

Bowser in Silence is terrifying. Imagine a scenario of Mario tries to take him down as he would usually do everyday but Bowser would just not say a word. Knowing that this day he will win. And just takes out Mario with a brutal plan. Would be absolutely terrifying. No words. Because words aren't worth saying when you have everything figured out. .... I'm getting off track.
Oh yeah, instead of dropping down roaring. He just walks out of the shadows and says nothing. Though…tbh I like it when roars it so BA

Quite obviously the people who thought treating Bowser like a NSMB enemy in a Paper Mario game was a good idea. He wasn’t even possessed or had anything else that would give weight to his perpetual silence, they just decided to make the funniest and most chatty character from the first three games mute because he was too likable I guess.
Bowser’s Fury did it much better where Bowser turns into a mindless monster and Bowser Jr asks Mario for help to get his dad back.
