To be very clear, I'd define a "mass retirer" or a "real barcode" as an account who retires at least 5 decks for every 1 they play. The most obvious reason it can't be true is that it's still possible to average above 3 wins. Because do you really think any amount of skill could allow someone to average >50% winrate against real barcodes? I don't. Yet you still have people averaging 7+ on the "barcode" heavy servers. What I think has really been popularized, far beyond the rate of real barcodes, is that kind of "soft barcoding" where you retire maybe 1 out of 2-3 decks. Anything you think is below average, basically. Frankly, I think that's the real problem at this point.
