Yep. Can confirm. I’m a Chinese Canadian and I’ve said some stuff, but I don’t even think I was monitored. My mom constantly say stuff criticizing the government on WeChat and she’s still doing fine. The key thing I wanna highlight is that if you say stuff like free Tibet or uyghur genocide and what not they don’t really care. It’s if you translate your words into action and actually inciting some sort of riot then yes you will be monitored and likely arrested. Basically same as how we do in Canada or even more so in the US via Facebook.
