I've always liked Cyberpunk 2077 from the onset. I played this game on PC where, while I did encounter some bugs, I hadn't experienced anything as crazy as the popular videos circulating at the time. Most I had were a couple items I couldn't pick up for whatever reason, but nothing game breaking. This isn't a defense of CDProjekt Red; I do think that the backlash was ultimately necessary for this game to get in the shape it is now. But the story has always been there, and the world has always been immersive. I dropped a hundred hours on the game the same month it came out. And even when I play the game now, like you said, it's still fundamentally the same game I had played back in 2020. It's crazy to me how much of a 180 the opinion people have of this game has taken. I don't personally even think there are a lot of changes made to the gameplay outside of number adjustments and how skills and perks are equipped. It's a huge testament of how much impact the polish of a game tolls on public reception.

I'm hopeful that cd projekts second attempt at night city will give us everything that the original was supposed to be. Them switching to unreal 5 and opening an entire new branch for the game is a great start. When Witcher 4 comes out, (super stoked for that) I believe it will provide good insight on the foundational pieces and DNA of the new cyberpunk.
My question pertaining to cyber punk is if i play it again, when i reach a certain point early on, will i still be absolutely hammered with used car salesman violation everytime i move around the map or exist.
Cyberpunk wasn't my favourite game, same as Starfield, it was a game, I played it, enjoyed it enough to finish it, but once was enough. I'm not interested in any DLC or modded play throughs. Johnny Silverhand got on my nerves, he was featured way too much, it would've been a better game in my opinion, if it was just me and Jackie taking over the town area by area. Think Saints Row 2 or GTA San Andreas. The lack of ripper doc interactive scenes after the first visit, was a huge missed opportunity, imagine the cut scene getting your mantis blades fitted, it would've been awesome. Also you're supposed to be a bad boy (every back story sets that up), and yet you can't hold up the stores, instead you're helping the police with all their little side quests, how does that equate to street cred?
I hope in the next game they make getting cyberware much more impactful, as you've said. The one that made me laugh was when I got my entire skeleton replaced but was in and out of there in one minute, with no ill effects.
