Yep. Joker killed Black Mask's decoy, forced him to mercy kill his girlfriend, then kidnapped and tortured him, took over his gang and started impersonating him. Then Joker hired the assassins to both cause chaos on the streets and kill Batman to stop Batman from getting in his way of causing more chaos, destruction and death for his own sick kicks. It isn't until Batman saves him from falling to his death that Joker becomes obsessed with Batman.
R Guillaume Joker killed Black Mask's girlfriend in order to kidnap him & take his place, then hired 8 assassins (Deathstroke, Deadshot, Firefly, Shiva, Copperhead, Killer Croc, Electrocutioner, Bane) to take out Batman, who was ruining his plans, but Joker later becomes infatuated with Batman after meeting him.

Calendar Man was given the death penalty, but his execution was interrupted by the Joker (disguised as Black Mask) and he let Mr. Day out to throw Commissioner Loeb in there to kill him. The Judge who sentence Calendar Man was killed by Calendar Man on the same night, because Mr. Day tells you the story in Arkham City when you visit him on Christmas.

Falcone is voiced by the same guy who did Raiden in MGS2 and Metal Gear Rising so in that third tape you could say Jack is back
