Also, when Hank first created the Particle back when he was Antman, he likely didn’t have an abundant supply of the Pym Particle, so he’d ostensibly need to utilize the time and money spent on testing the Particle by using older versions of it. Similar to how Darren was initially only able to turn animals to goop, but then used that technology to created a weapon with the same effect. RIP Frank
