I mean stock price is constantly going up and down every minute, every hour, every day, every month etc....do you have to look at stock PE ratio over long duration like few months or over short duration like days/weeks to determine whether PE is high or low so that we can know if its the right time to sell/buy

From last one year from July 2018 to July 2019 PE Ratio was between 26 to 29. Last PE ratio as on 12 July 2019 is 28.33. Last one years average PE Ratio is 27.33. what do you think is PE Ratio comes down in future?
PE ratio is definitely not sustainable at 28, it should go down. But when exactly? Nobody knows. Market can be irrational for longer period of time than you anticipate.

SIP is great to for wealth creation. The longer you stay will it, more beneficial it would be. Buying low and selling high cannot be done with accuracy, but by following the tactical asset allocation based on PE, PB or any other valuation parameter, you can do that to great extend.
From 1st of May 2019 till today nov 7th the PE Of NSE showing on site is above 27 to 29 but nifty has been gone from 10700 to 12000 ! So how it’s defined over brought or over sold !

saket kumar while investing in Mutual funds you should look at the PE ratio of index as a parameter to judge the valuation of market. While buying stock looking only at PE could be misleading. You need to do lot of fundamental and technical research.

For asset allocation you can follow the PE of broader index. For stocks, looking alone at PE doesn't make sense. As the definition of fair valuation based on PE changes for all sectors.
Hi u talk about 21pe....now pe is above 29...the time between 21 to 29....now what ? nifty 11752...all saying it will above 12000...but according to you now this is not the right time of investment. wait for 10 pe.
It may and it may not. 29 is a high PE. So stick to right asset allocation. New allocation to portfolio should be in safer assets. And do not try to time the entry and exit at extreme PE. Based on your time horizon, risk appetite and market valuations (not index... But its valuations) for investment keep the suitable asset allocation in portfolio.

PE ratio doesn't decide the stock price. PE ratio of stock may give you the relative idea about the valuation of the stock. Whether it's costly or fair of cheaper. But again, PE is only one of the indicator while choosing the stock there are many other thing one need to look at. Stock selections is much deeper subject. I normally look at PE of Broad market indices and compare them with their historical average to check the valuations of market to decide my asset allocation.
I will only believe if he shows his investment report or trading report of his last 10 years orelse many people tends to call them as researcher & start providing tips which actually incurs loss

Vivek It can happen with any country when growth rate is stagnant or negative. Country like India where 7 GDP + 4% inflation means economy is growing at 11 to 12%. Japan the GDP growth is stagnant and saturated.

I normally focus on long term avg as the base and plus and minus 3 standard deviation is the range I keep my asset allocation.

Yes it is good. But also need to check the other fundamental attributes. Low PE is one of the factor.
