      Although electronic sirens sound similiar from Europe, they really aren't. PA systems are a bit of a special case. These technically aren't sirens, but still get connected to the warning system as these are capable of everything a siren would be.
      These are installed in small towns, villages. Basically it's a systems of multiple speakers strategically place mostly on light or electric poles, usually tens or hundrers of meters apart. This is done because the power output of these devices isn't as big as it would be from regular electronic sirens, which are more powerful and therefore more audible.
      Small towns install these because a network of electronic sirens would be mostly unfit for their purpose - they use the PA systems not only for warning but also for general communication/news for the population. Another reason is the audability of the spoken word, these get better for when you need to address verbal message which needs to be heard clearly - and PA units placed in a few meters apart ensure the audability of the voice messages is uniform in all areas of the town.
