At this point, "Who are the Hunters?" has become it's own series on this channel.
With all of this news and actual story relating to the hunters being added to the game recently, I’d like to go back and review all of the encounters we've had with them through both the Division 1 and 2, to see if we are any closer to being able to determine who they are… what role they have played, and what their purpose will be in the coming days?

Personally feel like the hunters are watching us to recruit the most top tier agent but at the same time, a good foe will always study its enemies to understand what their actions will be
Could it be that sometime in the game we could be approached to be a hunter?

i have a STRONG feeling the " recruitment " and " testing " was for us, being followed during all sub targets, and it just does not feel like all this was for jack to become a hunter. something else is going on , and i think it relates to us.
What if we are humanoid bot super soldiers? We were activated...we were given ISAC, we are referred to as " it. " True sons say, kill it!
yeah it really felt like the recruiter was testing us rather than Bonney
and given what our agent has accomplished (single handlely drove the factions out of DC, repelled initial Black Tusk Invasion etc) our agent is probably the most lethal agent out there - and would be a perfect fit for a hunter
@@Killzone-cr2od Our Div 2 agent and Div 1 agent are probably the most lethal agents in the world (even more so then the likes of Aaron Keener or Faye Lau)
I was wondering why the Recruiter was observing us. I mean I don't think Jack Bonney taking out an Agent or a squad of Agents is that impressive for a test for him, due to the firepower he was allowed to run with. On top of that he didn't really face us until the end so what would the result be for Jack Bonney had we died before we reached him. The test felt more for our Agent than Jack Bonney....felt like we were being pushed more.

@@ATFprdepartment Agreed. If killing those hunters are not just gameplay and are part of the lore, then we have even more to discuss concerning the player agent. Cal definitely has heard of us and how we deleted some hunters in two cities.
@@jazzman4218 The thing is, "The Recruiter" doesn't have a new mask.
So i think the Hunters that we killed aren't canon (yet).
Only the one from the Coney Island mission is canon.
I really don't know what to think anymore about the Hunters, McManus, Natalia...
This year (4) is gonna give us 2 more seasons...
That could mean Natalia and McManus.
But knowing that we get year 5 stuff as well, I think we get certain Hunters/Hunter recruits as Manhunt Targets.
And we don't see McManus and Natalia at all.
Or till the very end of the last season (Secret side mission) where we see/come to know that McManus takes over the Lead of the Division.
And then we have to wait until Div3 comes out...

What I think is gonna happen (in Div3)
- Kelso gets killed by the Hunters of McManus (or by then) Natalia while confronting them.
- McManus takes over The Division, making it "evil".
- The Hunters become the "SHD Agents".
- We (the actual SHD agents) get marked rogue, and we can't use I.S.A.C. anymore.
- Bardon Scheaffer gets set free by McManus, because he thinks Scheaffer is still on his side.
- (In the first mission) We get easily captured (because our skills dont work anymore) and taken to prison (Rikers Island) and interrogated.
- Scheaffer sets us free and tells us to meet him there and there, if we survive.
- When we are at the meeting point, we get surrounded by Rogue Agents.
And this is where Keener steps forward and tells us the hows and why's (put the dots on the i's).
- We now join the Rogue's and A.N.NA. becomes our new I.S.A.C. Network, and we can start fighting "The Division".
- But because of McManus we have to start over making alliance's with other "Faction's" (earn their respect).
And with that they open their resources for us.

Now we have to save communities from the Hunters or "SHD Agents" that were ordered to put a strict Martial Law in all those safe havens (making the communities like prisons/work camps).
After we have done that, we can take out the head of the snake(s).
So we go into that last mission, and eventually get into that last room where McManus/Sokolova is/are, and....
A.N.N.A gets shut down, so that only the Hunters will have their Tech online.
But little did they know that Faye Lau & Scheaffer had uploaded A.N.N.A into the Diamond Network.
So... either we will still have our Tech online (or comes back online from within the Diamond Network).
Or we both (Hunters & us) lose acces to our Tech, and the room becomes an old Wild Wild West shoot out for a moment.
Anyways I can't wait for Div3!!

Jesus Christ. Everything is in motion, and its EXCITING. I didn’t even realize you can get KILLED by the Recruiter, but now I kinda want to try that myself.

I sort realized this when the recurter hit me with a sticky grenade
I think Keener was a good guy willing to do what was necessary to stop all threats to society. Keener was willing to be the boogeyman to get the job done. Keener would most likely survived the liberty island mission if we didn’t show up. He had the hunter’s ability to hack skills, disable skills, and control all Black Tusk robots and drones. (Razorback is full of drones.) No explanation of how he got the hacking abilities. A literal one man army. (Hint: old agents were better. He was able to use three skills at once on us like the division 1 agents. Wish we get the three skills back.)
What was missed was the different messages from ISAC before the fight. “Can you trust Faye Lau?” was the first mention of Faye’s betrayal before her cutscene. How did Keener and or Theo knows of Faye’s activities behind our backs if they invented ANNA? Did they (Keener and Faye) meet sometime before or after the Coney Island mission (not the manhunt)? Is there really a reason to not trust Benitez and Rhodes like ISAC mentioned pre Keener fight?
We might be a candidate to join the hunters unknowingly. Personally, we are basically doing their job for the most part. We’ve eliminated many rouges during manhunts. I’m not sure if the masks dropping hunters are cannon to the story. We can literally not do them especially new agents and the story goes on. But, the summit and countdown hunters were expecting us with no puzzles or gimmicks to fight us. As if, they knew we would be there and it’s their job to kill us. What changed their behavior toward us? Hunters has several rouge agents’ watches. (Now I’m curious if those agents had ANNA instead of ISAC on division 1’s hunters and for the memento backpack. What if the memento track our progress to McManus? The description says “I took from those who watched, hunted, and collected, until only their shadow remained. Now my watch has ended, so YOUR MAY BEGIN.” -Unknown author) This can be why the recruiter know our location. As well as Bardon’s assassin knew our location. What if the memento is more important than we know and the hunters want to recover it back? Also, have you notice how all faction kill you, then walk to your body and take something? It’s either our watch with both systems giving us away or the memento. Same way random rouge agents know our locations. We got something that give us away or a mole. To many weird things happened to be coincidental.
Throughout the the whole manhunt from the first to the current one, we’ve learned that multiple factions worked together to some form of peaceful agreement. Flawed but some form of cooperation. Possibly before we arrived in DC for the first time. What if we are meant to keep the chaos going so that the real puppet master(s) can complete their objectives? Manipulated like Raiden from Metal Gear Solid 2. After all one of the message pre Keener fight had, “Can you trust ISAC?” as a message.
Here is what I believe... I believe Keener never figured anything out. He just happened to witness something he shouldn't have... a conversation or Echo or something... something which made him paranoid about the Division's true purpose. Faye, Schaffer, Keener, Jupiter, Sgt. Lewis.... the one thing they all have in common as an enemy is Calvin McManus, the head of the Hunters.
I believe Hunters are the ultimate Division super soldiers... they are basically Division Agents who are psychologically experimented on to be loyal to their leader... incapable of going rogue and all fear being removed form their minds, making them more aggressive and ruthless in their missions.
Apart of me thinks he partnered Theo Parnell, found out things, than through their investigations learned how to control black Tusk gear
Anyone else notice the ui flash to indicate hunters are waching is happening more often and Rouge encounters are coming more frequently...
Getting those hunter masks from both DC and NYC were so much fun. The mysteriousness surrounding them always brings about a sense of creepiness and dread when you are about to summon them. I hope we get to see more of them in the future.
Sry but those time gated mechanics to summon some of them are DUMBEST shit this game ever did.
I had to fight a group of four Hunters with a couple buddies who did most of the work but I got the masks At that point I've only killed three Ghoul, Demon, and Specter
Just bloody brilliant: your recap and analysis, and the Hunters story updates!!!! This is the stuff that I LOVE!!! I've been obsessed by the Hunters since D1 after my first encounter during Survival (still my favorite game mode). Unfortunately I cannot open the D2 on my PS anymore due to some strange and persisting error and I haven't gotten any time yet to ty and fix it. Till then I'm going to continue enjoying your great videos, NGN! 💗
PS": I still don't trust Manny (due to his dialogue before and after the Agent Edwards mission. He TOLD us that the agent was alive and asking for support, only for us to find out he's been dead for hours. Manny should've known that through the watch).
Three theories
One: either Manny is part of the hunters program, he's a double agent that looks for new recruits to recommend and gives out targets for the hunters to kill
Or Two: The hunter we meet, hacked the watch to give a fake report to draw out their best available Division agent, if we weren't worth their time, they kill the agent now or later to draw out another agent, but if the agent gave the hunter a hard time, we were acknowledged to be recruited into the hunters.
Three: same as theory #2 except he wants to see how we react to him, are we spiteful or do we follow the mission first.
Seeing how the Hunters were likely watching us and The Recruiter was too in the last mission we got.
Wouldn't it be cool if we were being considered to be a part of the Hunters?

Actually what I was thinking when I actually noticed the details in the Jack Bonney mission. The drones are always watching us, rather than trying to kill us

So you would want to be the ones killing innocents? Agents are trying to save people, you want to be the one's who kill the people who are trying to save folks? Easy pass for me.
you really think ubisoft and massive would make that effort to make players hunters and recode the game to make all jft and militia be hostiles? that means fob and safe houses will be recoded as those are SHD bases. I don't really think they are planning for a massive overhaul
If yall remember that one Echo where schaeffer tells his men (and lady) back off, i feel like that happened around the same time the hunter showed up during the side mission. It would bring into perspective as to why the hunter let us Live. After all, all other hunters are hostile in other encounters. Could be mistaken but it seems plausible
So the Hunters are lead by Calvin McManus who is the current Secretary of Homeland Security. He’s had some connections with Natalya Sokolova who is the CEO of the Black Tusk who was given the task of over throwing the government during this pandemic.
And whatever The Recruiter is doing seems to be a long planned out test for us then the rest of the agents they’ve recruited. With all of the manhunts we’ve done including taking down Keener, Lau, and all of the other Rouge Agents who we understand were highly lethal too, they’re watching us cause no one else would have gotten this far, survive, and stay true to the cause for SHD.

'Current' seems like a stretch, at the moment. No telling if this one's not just on Natalya's payroll, and no one's updated his status yet.
I like the idea when the Hunter has the agent on the ropes being stuck in a shock animation as he slowly approaches the Hunter “boops” the Agent’s nose. Just like in a game of TAG, “ you’re it” pretty much gas lighting you to chase after the hunter. I’m pretty sure we all had that idea as we went through the game thinking about that one hunter we’ve been trying to find hoping for another match so we can “Tag” him back.
All I’m saying is... I want a Hunter mask with full on netting and a camo Hunter outfit to go with it... The Veil mask from NY came close but we have yet to get a full netted mask like the Angel mask Hunter... Hell even the Lucky mask Hunter had white NVGs on the mask and we didn’t get those like the Cross mask

I'd like to be able to toggle the hoodie hood on and off with a hunter mask. Psycho is my favorite rn. One of the most detailed. Drip looks sus af tho 😆
I was honestly extremely happy to see hunters finally be hunters in season 9 than just spawning after you did some secret steps to make them attack you, made them look like cowards instead of, y’know, hunters

It would be really cool if they’d bring back division 1 hunters, much more merciless and unforgiving yet so common that you needed to gear up and get good at the game to kill them

its really incredible how much you add to the game, its great and makes me want to play from the start again

I am really excited to see what’s next. The story has so much potential and the devs seem truly invested. I also wish, given the quality of Broken Dawn, that we could get some more novels covering side stories. It feels like a rich universe to explore, especially the communities outside the major cities. Thanks so much for the video! Always a treat.

@@brawler5760 the book is pretty standalone; it ties in with in-game lore but other than that, it’s more of an expansion of the existing lore rather than a lore-shaping
the "anomalous mission" gave me chills. i freaking love SCP and that mission hit the creepy and mysterious just right. i wish there were more like it

OMG, genius speculations at the end of the vids with regards to Keener and his possibility of being previously approached by McManus. The idea and implementation of ANNA, is also another thought of pure genius! kudos NGN another banger of an episode!

I kind of like the idea of Keener being approached by Mcmanus. He tried to contain that threat before we even knew it although sometimes he still seems like a guy who just went crazy. And now for the more crazy part. Maybe the recruiter was testing and observing us with the intent of trying to recruit us in the future? Seems crazy but we are the strongest agent in DC soo :O Also SHD really needs to get their crap together, we are so out of the loop with things. Probably some hyena thug knows more than us about what's going on
one run I had in the washington monument area at night.... damn, that's a lot of hunters that spawned between the monument and the subway control point.

Apparently this hunter named is Jiang Ziya atm from the Lewis Manhunt mission n not only the DoHS hiring elite American soldiers to the hunters program, but now the DoHS decided to hire international elite soldiers to join the hunters program, n our guy the recruiter Mr Jiang Ziya could once be a Chinese PLA special forces elite member that wanted new wetwork & not only will join the hunters, but also will be a menace for us Agents overtime & we'll be seeing more hunters both from America & now from international waters as a whole sooner or later.

The hunters seem to be recruited following a very strict profile. An agent that would go rogue by itself would be enough to disqualify them.
Imagine all this hunter watching, and they announce a new division game that it actually you that are watching for recruitment and you start the game as an indoctrinated agent and become a hunter.
I always wanted ANNA as my OS instead of ISAC haha, I thought that was going to happen after beating Keener.

I got too fight the Recruiter, sort of. It was the first time I did the map, solo and with out getting downed. Every other time in pug's and helping friends I have never even seen him on the balcony again. It was pretty uneventful though. I saw the drone, shot it, he foamed me, I fired back then he poofed so was pretty sure it was more a bug then any thing you are meant too see. It is great too see them getting a real place in the story, with all the new plates they started to spin as story threads I was pretty sure the Hunters where going to just get pulled out when they needed some one to do a bit of real nasty work.
I read lots of comments about The Recruiter was watching us, if that's the case we can assume Season 11's new gamemode involve pvp 4v1 (4 SHD Agent players against 1 Hunter player). SHD Agent's goes "The Playground(I don't know what they will call the place)" to complete a task and Hunter (Player) tries and hunts down that SHD Agent's. That would be cool pvp gamemode.
Considering that the spotlight seems be shining upon the Hunters now, i wonder if that means we'll be encountering them a lot more often now.

Call me bias all you want but the Division game is the most complete best looking detailed game their is in gaming. I've been playing since day 1. Love ya content💯
Something cool I noticed is that the Hunters in the Division 2 repair armor the same way you repair health in Division 1. This I believe isn’t random as they made a new repair animation for us in the Division 2. This could maybe mean after New York was lost that those agents were brought in as Hunters. Idk just food for thought.
Another, albeit less dramatic, option for what "The Button" is, is a complete wipe of ISAC. Remember that the SHD isn't very powerful without our tech. We've got training and good equipment, but its our skills that make us Agents. So perhaps McManus wants to hold that over our head, and because the total power over the SHD and by proxy ISAC was/is controlled by the President, he is trying to access the facility/codes to execute the wipe.
Hence why Keener made ANNA, possibly to replace ISAC if were that happen.
Good to know something big & new about the Hunters. I always wanted to know their cause behind them masks.

I don't think we're being scouted by the Hunters, that wouldn't make sense to me. McManus went after Bonney over the rouge SHD agents for a reason.
I know we styled on Bonney but he was a qualified candidate for what I believe the hunters are, advance wetwork and suppression. He was a mob hitter that rose up the ranks of BTS, and filled the leader ship void after we tore through the top brass. His Squad took out our initial target's squad before we showed up, and they were prepared to fight the BTS.
The Division was made up of individuals with varies backgrounds meant to fill in the gaps of when system and infrastructure collapsed. The training they received after recruiting was to get them up to base operation level. They are meant to operate outside of command structures and were recruited with that mentality in mind. Individuals with strong wills who could take actions on there own with out hesitancy.
The Hunters feel more like elite unit. Small, mobile with a tight hierarchy, and very clandestine in nature. So not pron to acting out of order and off the cuff.
The fact Huntsman was a SHD recruiter, I would guess that another recruiter from the start of the SHD program took some more of the militant minded candidates for the hunter program. But with Huntsman working with Keener, and with how botched the JTF leadership was with the DZ and withdrawal, that might have been the canary in a coal mine for Keener. It feels like a move my McManus to weaken what left for him to step in, and the Hunters are meant to be Troubleshooters.
Hidden Alliance was a top tier Manhunt, the favt we ended up teaming with the Target was just WOW, and to know that the Hunters are an important part of the whole story made that manhunt just epic in every single way. Also thw fact that the Hunter has a chinese name makes sence for their ballistic masks, that are also used by a favtion id the chinese millitary
@NGN as always great video my thoughts regarding why mcmannus went with Jack in comparison to the other agents is because they may already work for him directly or indirectly as he said he already has sleeper agents in Natalya's ranks so it would be pointless to try to recruit or use replacements from her when they are already his. As for Keener I dont think we ruined his plans I still think he thought a thousand moves ahead and you may be right the missile may not have been targeted at Civs maybe go up and go back down to take everyone out or maybe its main target was Natalya or Mcmannus the other thought is that it was a red herring and wasnt really his main object and uploading ANNA on ISAC's Kernal so that Mcmannus couldnt see or listen on the network so that agent could truly operate freely with out haven the activity reported or as a back up where if is mislabeled them as rogue they still have a back up system.

I’m interested in how the hunters will interact with the True Sons. They’re a large enough power that they may even control entire states, which means that they’re a bigger large-scale player than even the SHD, plus they’re at active war with Blacktusk.
I do like the keener idea, and honestly, I'd see it tying in alot of the story. Perhaps he got in contact with Faye and made a secret plan explaining what she's been up to during her time in Black Tusk. And perhaps Boney was our test. Perhaps the True Son General was working with Faye and Scheifer (I don't know how to spell his name)

I wouldn’t be surprised if the Recruiter is interested in our agent and want him or she to become a Hunter.
It would be very interesting to become a “hunter” but in essence the division agents are though.
I was waiting for this video although I will say I prefer div 1 hunters just cause of that brutal axe execution. Also I'm hoping Schaefer becomes our missions handler next season cause I'm sick of Manny

In chinese mythology Jiang ZiYa is also a recruiter for many chinese deities and gods and fought with the fox spirit Daji.
So in a sense the Hunters are the so-called Deities and Gods. And we just so happen to be possibly next on the list. If you want to go deeper with it, the fox spirit that you mentioned Daji, could be in essence or metaphorical terms Natalia Sokolova.
after the last events i believe we will see something similar to what happened to the agents withe hunters some will become rogue and probably help us and will stay as a clean up crew
Could be that the Hunter in Agt. Edward's mission somehow knows that we just arrived in DC, so we don't know whatever information it's looking for.

To add on to what I posted earlier it would make sense that the Recruiter was really scouting us as potential Hunter recruits on behalf of McManus. Imagine a Manhunt Season with McManus as the target and during the hunt he actively is trying to sway us to his side and the finale boss fight has us refusing his proposition and having fight off a whole squad of his Hunters while trying to capture McManus.

In the Edwards mission, if you get stunned while relatively near the Hunter, it walks up to you, does a couple hand signals, before leaving.
I never noticed the recruiter was in the game, cool though. And, well it's never CONFIRMED but its pretty easy to say that The Hunters are the 3rd wave, kind of.

I honestly don't know what's next for the hunters because of their rare appearances it could be anything but time will tell as the story progresses

So the Hunters are watching us because we show some good fighting talents and they're interested in us and are thinking about recruiting us in the future. All the other Agents are not deemed good enough or worthy enough so they were killed. Makes sense because Hunters are Special Forces Tier 1 like SEAL Team 6 and Delta and that also explains why theirs a little amount of Hunters but each one of them is basically a one man army and highly trained. Quality over quantity. Since they are Special Forces they want to recruit people like them like the best of the best and we are showing signs of that while other Agents aren't and when they fight other Agents they brutally kill them.
Agents are a formidable force, to stop them there has to be something higher than them, someone to stop them, someone to hunt them down

I thought Keener was aiming for D.C.?? Tidal Basin? Maybe I'm mistaken? 🤔 It would make sense... Keener did the same to the LMB and as he did to Black Tusk... He was one of the players on the board that no one could control.. I believe Kelso was wrong about Keener and his intentions.. Seasons 1-3, were fighting one another, like a civil war, to busy to see the greater threating looming over us all.
And as for McManus, I think he wants to be the next US President...Commander and Chief of everything! Control and dominance through subversion.
Almost forgot to mention, I don't think the hunter killed Agent Edwards, to me, it seems to similar to federal emergency bunker mission with the outcasts.
The hunters act almost exactly like the division agents, even to the point where the Division 1 they have no armor (not counting resistance) but in the Division 2 they have armor.
It would be awesome if some point we get a chance to go rouge, stay with the divison or become a hunter. Then whatever we choose we follow a specfic quest line for whatever we choose. And each one gets a specifc set of gear, perks, and skills

The hunters are a type of division agent who are meant to "hunt" agents who go rogue.
According to the year 5 season 2 manhunt final mission, both red and orange watches are considered rogue.
I think Keener is still affecting us to this day. There is no way that I can believe that we were the only people he wanted to fight. Your proposal here makes a lot of sense especially with the fact that the pieces were in place a long time ago.

I have a feeling that there is an invasion coming and the only way to fight the common threat is to gain allies case in point true sons I know we gain them as an ally in the upcoming season but I think at some point we are going to obtain black tusks as allies as well I think Natalia is gone fall off support with McManus and she's going to come to us for help we are gonna have one common enemy McManus and his hunters

So who are the rogue agents and who do they work for? And in all honesty I feel your videos have a lot to do with this game staying alive.
Ya know, lore aside.. (awesome video btw) One thing I wish the devs would add to the game, is ammo types, runnin a shotgun? Would ya like slugs or shot?? Isn't there a sawed off sidearm?? Maybe have a choice of buckshot/birdshot/slug loads.. The former two causing a degree of bleed damage, as well as a group suppression, cuz of the short barrel, the shot would spread faster.. A slug being a more armor damage or chance of a knock-down ability.. Or have the choice of buck/slug rounds on your primary, the shot of course having a bleed effect, but much narrower field & the slugs could be used as a mild sniper ability.. Maybe different choke types too..🤷♂️
I think the problem is balancing; MMO's like this rarely go for different ammo types because it makes balancing those ammo types a complete fucking nightmare.

I think the hunters are a independent organization. Perhaps ex agents who were wronged by SHD someway or another. But they spare you. Because they want you to become one of them. They watch as you accomplish the impossible. Eliminating entire factions by yourself ( if you played solo). So they want to recruit you. But they will kill you, if they have too… In DIV1 they just want to kill you. Perhaps this is because they weren’t really organized. They just wanted blood. But obviously since DIV1 agent is a fucking beast you kill them. In DIV2 they become more organized. Recruiting more people. But they especially want one. You….
There might be a chance of teaming up with some true sons rogue units and some stuff for the future
