For anyone interested in these games (like a lot of atlus stuff) the first thing to check when i secret boss 9999s you is to see if you have and reflect gear / skills. Sometimes there are more factors to cause it but i think at least from the tower dragon here the factors are at a minimum reflect gear and i wanna say 8-10 turn limit.
I recommend Summoner Shiva summon deals powerful *strike* damage that can lower attack and defense, this, combined with Berseker's ability to create a weakness to strike is perfect
What is the point of playing the game twice just to not have a proper fight with the games last bosses? obviously it doesn't matter at the end of the day people can play however they want i just think by doing this you are potentially ruining yourself out of a great gaming experience

That's dope. 99.9% will never optimize to this level, like i'm an smt veteran and i won't go that far, i like to suffer sometimes
There is a trigger for Ill Wind. Having any REPEL, be it by item or Archetype, is the trigger that will make it use Ill Wind every attack.
