Indeed, however it is one of the rare moments. The game it TONS of fun, but sadly it ends on a cliffhanger :/
I believe thats hard coded 10 percent chance...after getting governor on your side...after meeting the requirements for prophet, it would be good writing if it was written as story, not a rat labyrinth of hidden and obscure choices.
