Well Dee Bradley Baker's pretty famous for creating amazing sounds.
He does a lot of Alien voices in Ben 10 and he's pretty active in the cartoon industry
He was hired to do the sound before they even knew what sound they wanted.
Dan Povenmire talks about it in one of his TikToks how he and Dee Bradley Baker came up with the noise together. Apparently they settled on that sort of purring/clicking noise without even checking what platypuses actually sound like.
