According to the Wiki, Luddites will only spawn on Rural Folk/Devout if you have Interventionism, Laissez Faire, or Command Economy for non-agitator spawns. This is why in your first 20 attempts there were no Luddites. Mexico starts on Agrarianism, which is why this is much harder for you to do as Mexico-released California than any US/UK release. You were right that going Laissez Faire would fix your problem, but for the added reason that they can't spawn otherwise.
@@generalistgaming Start as USA rush nationalism and, get manifest destiny, conquer all the claims meanwhile pass laissez-faire and build agrarian buildings then release California passing Industry ban should be more easy. Also you can make a campaign of a border close, isolated, industry ban, one party theocracy with outlawed dissent and secret police

A little weird suggestion: Try increasing SoL in United tribes, without building a lot of buildings. I did it once. My SoL raised to 27 once, I had no upper strata and most of my people were middle strata. This is weird and op. Imagine having trade unions in your first 5 years. I only built a port. I maintained so much trade routes without producing revenue was -12k for such a small nation.
@harku123 I played as united tribes, then I started passing census suffrage and made a civil war. For some reason, after the Civil War, trade unions and intellegencia became very powerful in 1842. After that I imported all luxury goods and consumable goods. I produced nothing, my revenue was negative, and I had no money, but after passing some laws and around 1870, my SoL raised to its highest, 27. 90% of my population were middle strata, the upper strata was less than 10 people, and they were starving😂 I broke the game. Trade unions early game is op af. Only upper strata were the radicals. That was funny as hell.
It’s hard for you to demarginise the clergy because California starts as Protestant but with only catholic and animist pops so no one can join the IG without immigration.
FYI If you release New England as USA you'll start with a luddite IG leader (for reasons I don't quite understand). I then joined the UK customs union and didn't have a difficult time reaching 20 SOL just industrialising with low low taxes. Also doing the achievement with autonomous investment is probably easier as it means your hefty investment pool gets spent on manufacturing, whereas on direct control you can only spend it on agriculture. Also, I had no problems with attracting migrants, as the extra immigrants meant I could reach higher economies of scale, and I was always on 100% employment.
Besides slotting and unslotting the government to change the date of the law tick to reroll the result, you can increase or decrease positive authority to change the date of the law tick, which will have the same effect.
While you don't have any construction buildings the goods for the first 10 free construction are free. As soon as you have a construction building, you start paying for those "free" 10 construction goods. Which means that if you're not making that many more construction than the base 10, you don't want to have construction buildings at all, and you should spend those 2-4k in troops or boats to expand militarily. Or in Universities. It's relevant for tiny nations.
Max GDP is basically just world conquest, lol. United states is best for it because getting african american as a primary culture after the civil war means you can incorporate pretty much all of the americas, europe & africa quickly.

Done the achievement quite easy by going to Laissez Faire and then Industry banned as US. Just get yourself bunch of subjects to produce heavy industry goods for you, then go for social laws (public healthcare and old age pensions) and SoL will be over 20 in no time
15:53 Industry banned changing aristo reinvestment from 10% to 35%, but it changing composition of ownership class (70 + 5.78) * 0.05 (farmers) + (42.1 + 3.31 + 1.89) * 0.35 (aristo) * 1.2 (landowners loyal and empowered) = 23.655 With rounding it 23.7
Just to be clear @Justin I meant it was easier to conquer Cali as USA and then release (probably) than it was to start as Mexico and release - doing the entire USA is probably harder, but you also don't have to worry about getting annexed.
