Why do we have Municipal Managers & Mayors & councils but no one is held to a standard or accountable for failing municipalities. Many cadres benefit from there being no water cause they own water tanks & trucks to transport them. I have always been under the impression that Justice Zondo was appointed by former Chief Justice Moegoeng instead of Zuma,the former president.Moegoeng,did the appointment on the basis that President Zuma who was said to be conflicted was therefore stripped of that prerogative of appointing the the commission's chairperson.
