No, people are just simple in today's world, education doesn't exist, inside or outside schools, doesn't exist whatsoever. Parents don't punish kids, schools don't punish kids, the government/law doesn't punish kids in their correctional systems, there's no consequences to any actions which leads to degeneracy.
