I would've killed Raven at the end of volume 5. She can't be trusted & is only fighting for own self interests. In addition, killing her would mean that relic in Haven would remain out of Salem's reach for 10 - 15 yrs.

Whenever you redeem someone you can't do so without imposing some form of punishment. No one is exempted from the scales of justice. If Raven were killed it by one of those "for the greater good" kind of events.
