the bit where he starts the 2nd speech might be my favourite piece of comedy acting ever. humphrey got all the awards but hacker is somehow simultaneously absurd AND believable. a shame his performance went under the radar compared to the more cartoonish sir humphrey. RIP paul.

Paul Eddington was a remarkable actor, as you say. His non-verbal expressions were perfectly times and executed - the writers even ensured they started to write his facial expressions into the series.

Probably one of the funniest scenes from this remarkable series. A fine example of the soundbite and declamatory mantra many politicians fall foul of and the candid disregard they hold towards members of the public.
