Quick tip; Watches of flowing time and all other ProjectE tools(eternal gem, harvest goddess band, etc) only do their active effect while in the hotbar. Watches only do it while turned on, the charge affects the speed at which they go and I believe their effects stack in-inventory(not entirely sure)
Using multiple pedestals and watches on one powerflower is super efficient, also their range is I believe 5x3 with the pedestal in the center of the area
