It's made by a Chinese studio, and they have a bit of a fascination with European accents, apparently it's a common trend in Chinese anime too. It could also be argued that it would be weird for them to use eastern accents, as the implication would then be that they're speaking English; however, as it is, you can argue that it's simply heard or translated as a VO would be.

Having a super posh British accent or a Welsh accent is pretty weird. This isn't the voice actress having a hint of a British accent. This is over the top. And the pig was clearly intentional.
