Bass reminds me of several Sonic characters: Silver for the voice (sort of) Eggman (and Silver) for the constant dialogue Shadow for some unknown reason Are there any other characters in any other series he reminds you of?

This is the best Megaman game. It has the best music of all the megaman games and some of the best sprite pixel work of all video game history. This game felt and presented itself as a legit Megaman anime ova. It has actual anime sequences which i dunno why current megaman games aren't doing this.. So many power ups and you can change your power shot to different things like a power laser. Some of the most beautifully artistic stages.It has the BEST Stage Select of any megaman.
