He didnt kill them per say, but he was able to scare them away from him.
Tail is probably like a cuter version of SCP-682, unstoppable and unkillable. I have no doubts that a small portion of it survived and it's probably is slowly regenerating On the other hand, if it did survive, what will tail assimilate with no humans are and how will it survive Imagine Dr. K trying to contact the other shelters only to find out that Tail has changed all of them Anyway, that's my take on it

Call it I knew tail wasn't dead. I mean come on it appears multiple times for the whole game. Think about it we see that Dragon goo on pictures touching that random Goo on the wall and it got taking over by tail.
The more we learn about the goo the more we realize how little we know, they don't originate from our normal spacetime, but another dimension. They can feel pain, but can't die, because they're not made of flesh and blood.
saying tail is 'unaffected' is a bit extreme. maybe he can be defeated now that he has been weakened by the bomb (he probably has enough plot armour to tank the bomb)
