Even objectively, I could actually use any pirating or legal site when ssj3 vegeta came out, with Gear 5 the pirating sites crashed and Crunchyroll was giving a lot of push back and even if you managed to get in there'd be a lot of buffering from how many people were tuning in. My theory is; Is that Toriyama(RIP) gave Vegeta, the OG SSJ3 hair is due to the base hair style. Not all of Goku's hair defies gravity, that's why his SSJ3 hair falls down. Even for Goten and Trunks, Goten is the same as Goku, so no need to go into that and Trunks hair is even more so, that why Gotenks SSJ3 resembles Goku's SSJ3 hair. Where as Vegeta's base hair completely defies gravity(As if he is already a SSJ), that's why his version of SSJ3 continues to defies gravity.
I think Toriyama wanted to switch it up instead of just doing the same thing after all these years. Toriyama loved playing with designs and throwing curve balls. I would be surprised if there was a plot based reason for this but it’s possible.
Perhaps this new design is simply a tribute to Toriyama himself, since 'DB Daima' was his last project before he passed away, and Toei must've chosen to honor him using his original design for SSJ3. After all, Mini Goku's clothes in Daima are an exact replica of Goku's first clothes in the original 'Dragon Ball' back in the late 1980's and early 1990's.
I also like how Vegeta's doesn't change much aside from the basic features since every other form of his has the same rigid hair. Goku's form on the other hand changes his hair drastically just like most of his forms.
The reason is animation. Goku and gotenks ssj3 rarely get screen time due to how complex and expensive and time taking it is to animate. Making it shorter solves that problem.
The reason for the change is because of the draw backs in practicality of the old super sayain 3. I suspect he didn't want to draw that much hair on every panel. So this change is much easier to draw.

I think its just how different hair styles have different looks. Like how when Trunks in the cell saga wens ssj his hair didn't do the classic goku/vegeta spike. I think since Vegeta's hair spikes up even when he's not in ssj that his hair would keep doing that, like in Daima.
Toriyama wanted to give vegeta something special and unique to vegeta that was previously denied by his editors despite it being the original concept Toriyama envisioned. Toriyama is a legend now and couldn't be denied a final opportunity to empower his character the way he wanted.

I think its just how different hair styles have different looks. Like how when Trunks in the cell saga wens ssj his hair didn't do the classic goku/vegeta spike. I think since Vegeta's hair spikes up even when he's not in ssj that his hair would keep doing that, like in Daima.
Toriyama wanted to give vegeta something special and unique to vegeta that was previously denied by his editors despite it being the original concept Toriyama envisioned. Toriyama is a legend now and couldn't be denied a final opportunity to empower his character the way he wanted.
