I grew up in this area! Within La puente city limits across the street was the city of industry sheriffs station, La puente high school and old town puente where we lived. No need for housing as most of the bordering towns just blend right in to industry after a few warehouses. It’s just a huge industrial zone surrounded by suburbs
It's also home to one of the worst maintained bike trails in LA county, the Schabarum Skyline Trail, which can be completely blocked with 6-ft tall weeds growing out of the pavement.
It's not unusual for cities in LA County to contract out city services to the Couty Sherrif and Fire Department. This is called "The Lakewood Plan" after the post war developed suburb called Lakewood that was the first city to do it.

Since I lived in the east San Gabriel Valley from junior high to college I knew what “city” you were talking about before I viewed it. 😀 I’m obviously biased but I’ve always assumed that there are cities like Industry all over the country. Is that not the case? Finally, you could do a sequel about Irwindale, which is nearby and is similar to Industry but not quite as extreme since it has 1,446 people.
Obviously the crime statistics are skewed with so few people living there but so many people working or shopping there. I'm sure the daytime population is in the tens of thousands if not more.
Illinois has the village of Rosemant adjacent to Ohaire airport that is similar. More people live there buts it’s primarily hotels, convention center, shopping, Office buildings (BIG TEN conference is headquartered there) and a casino.

It's a city, but it's services are provided by Los Angeles County/City.
