To fix your windscreen wiper chatter, first try cleaning the rubber blades with WD40. If this fails, try the following. Look to see if the blades are at 90% with the windscreen. If not, take two shifting spanners gripping the wiper arm in two places along its length and bend the arm in a circular rotation so the blade sits at 90% to the windscreen. If both methods fail, then the blades may need replacing.

The blurring often happens when the windscreen has raindrops on it so the camera focuses to that, blurring the rest of the image.
