I like how you thought this all through and came up with what really works.

After watching. I cut part of the handle off a maraca, drilled a hole up for a bass drum pedal rod, put on rod without glue, attached to bass drum pedal, used a bass drum practice stand with 1” foam under a sock on striking area and it work great without extra costs. Saving over $100.

I would replace the maraca for a drumstick, ya know, i case you don't have someone to play the hand cowbell
