They also built a skyscraper filled downtown and highway system BUT the highway was planned and built by a separate minister who didnt make off ramps to get to anything downtown. It just goes through the city, you can't exit. Money to construct without purpose or common sense.

The second Palm Island and the Worlds have not been "filled" at all. They are mostly failed and being abandoned. Only a few islands in the Worlds have been sold and the second and larger Palm Island has been abandoned now with only husks of a few projects started.

Not as dumb, maybe, but Kuwait's labyrinth coastline requires constant maintenance and the inland end of the inlets tend to become stagnant.
