At a UR roster point, the top ranked candidate is eligible to pick a seat. This top ranked candidate can be a UR candidate or can be a reserved category candidate. So YES.
Sir in Jipmer there's no seat categorization but in AIIMS institutions they released seat matrix with seat categorization.. are you sure there's no categorization?
IN ROSTER model: If a roster point is for a reserved category then only reserved category candidates would be allotted. If no reserved category candidate is available for taking a seat, then the seat is converted to OPEN or as per logic mentioned in 2.11 in the below notification docs.aiimsexams.ac.in/sites/1_2024_JAN__INI-CET_ROSTER_POINT.pdf As of now for filling choices - ignore all the above. Fill ALL choices that you wish to opt for - including all reserved category choices. Basically ignore the seat availability part - fill as per order of preference (dont miss any seat that you wish to join - whether reserved or not, and dont fill any seat that you dont wish to join)

In JIPMER roster is followed. As mentioned seats are not categorized in JIPMER.

there are specific roster points as you see mam. at those roster points PWD candidates would be allotted.
