As long as it doesn't weigh more than the 300 lb capacity of the ladder rack, you'll be just fine!

The crossbars provided by the Yakima OverHaul HD ladder rack are 68 inches long by 3 inches wide by 1-1/2 inches tall.

can i use this with a rough country bed cover?

We don't offer them, but we looked up the Rough Country tri-fold bed covers. The covers sit atop the bed sides, completely covering them. This will prevent you from using the OverHaul HD ladder rack, because it uses the top of the bed side as an attachment point. We'd recommend using the Retrax XR.
