wait, how exactly did Fami control the Falling Devil? it was the gluttony devil (or whatever) that made a contract with the Falling Devil, albeit while being manipulated by Fami. In the same sense, Makima could force any human to make a contract with any primordial to weaken them indefinitely as long as she has humans to force into contracts.

Makima did actually beat pochita, but I think that makima is stronger perhaps than the control devil in hell. Because we know pochita was fighting the horsemen and the weapon devils and still being equal to them, so the control devil obviously wasn't able to beat him in the past, but in hell the control devil also wouldn't have had makimas immortality
