You are repeating what is already known and shown in news papers. Then how to claim TDS when bank deducts. All are not pensioners. Few are living in FD income.
TDS will be deducted by bank only if the limit exceeds taxable value. That will not be refunded sir. As you now give form 15G/H for non deduction, declaring this to bank initially will help you not deducting taxes. No need for refund too!

Most important thing if at source deducted it should be refunded automatically even if IT is not filed.pl confirm
No such mechanism till now sir. If you want refund return has to be filed.
