Having 2-3 level gap doesn't mean the character is strong.
If you can easily have 2-3 level gap with that hero, it may have another meaning. It is like Martis can easily go 2-3 level gap but he is totally weak while being behind. No body thinks he is weak then.
@@thiacynchen426 in pro play, wave clearing is important, if Cici is an exp laner she will be most of the time be left behind in level. About Martis, with the same level and lock items, Martis is more viable in team fights because he can hit multiple targets. Cici loses that damage advantage in the late game.
@@SpicySiopao Or if she is not a laner? I play her as a roamer and some play her as a jg like Zane. She is not the kind of jg who sits back and farm because her jg clearing is relatively slow to the meta jg and can be easily interrupted, but a good invader who pairs with the roamer to deny the enemy jg from comfortably farming. She can choose who she wants to kit if she is the free-men in the match such as jg and roamer but not laners, and she is actually good in early game team fights since there are less people and the CD of CC skills are relatively still long without CD reduction. And her mobility shines the most as the free-men for very good speed of rotation.

Cici's first skill does deal hp based damage but not true damage so it can still be countered by defence by using malefic it allows her to deal more damage
